Floresville Community:
In October, 2006, the Floresville Independent School District Board of
Trustees created a Master Plan Facilities Committee comprised of 30
community members, parents, civic leaders, teachers, and school
administrators. I have served as chairman of that committee for the past
four months.
The charge of this committee was to deliver a plan that would provide
adequate classroom space for new and existing students. The committee
based our findings on a recent demographic analysis conducted by FISD in
August of 2006. This demographic study analyzed projected student growth
in FISD for the next ten years.
Our plan considers the capacity and condition of our current facilities.
Based on these two factors, the committee made recommendations regarding
how to expand existing facilities to accommodate student growth.
Based on growth projections and building capacity analysis, our committee
made the following conclusions:

Our high
school has many concerns regarding student safety and some buildings are
in need of significant repair.

Our high
school would not meet the demands of future growth.

Our
Primary and Early Childhood campuses are at or near capacity.

The
Primary campus is in need of repair and some concerns cannot be
addressed at the current location.

One third
of student population is located north of the city limits of
Floresville.

Parents
preferred that children in earlier grade levels spend more time at one
campus in lieu of changing campuses three times from Kindergarten
through grade five.
Based on
these concerns, the committee made the following recommendations to the
FISD Board of Trustees:

Construction of a new K-5 campus in the northern part of the school
district with reconfigured grade levels for the proposed elementary and
the current Floresville Elementary.

Reutilize
the Early Childhood campus as a Pre-Kindergarten campus while no longer
using the Primary campus as a school.

Renovate
the current High School to include
-
Reducing
the number of buildings from 21 to 5 to shorten distances for students
to travel between classes.
-
Address
safety concerns by locating all buildings in close proximity to one
another and on one side of the street to eliminate students having to
cross public streets between classes.

Provide
covered walkways between each building.

Increase
the capacity of the campus to accommodate 1,500 students with classrooms
while constructing the core spaces like cafeteria, gym, band hall and
other larger areas to house 2,000 students.

Include an
“early college” and “technical center” as a part of the campus, based on
new requirements from the Texas Education Agency.
